Can a UniFi Switch Flex Mini be attached to the second port of a UniFi AP AC-PRO and powered via PoE?

Maybe this is a variant for you, but it is a more expensive variant. If I understand you correctly, you will not have a direct power supply at the installation site or you will have to do without one, which is why the POE variant. The following switch is supplied with POE once and outputs POE four times. This may be what you are looking for and need.

Yes, you can connect a switch to the secondary port of an AC-Pro. However, the secondary of an AC-Pro does not output PoE, so you cannot feed the Flex Mini with the AC-Pro.
