Can a 2.5" HDD with a height of 11mm also be inserted into this enclosure?

No, that is not possible. On the one hand, you can see from the dimensions that the enclosure is only 0.9 cm thick. On the other hand, this enclosure is intended for M.2 SSDs and not 2.5" HDD/SSDs.
