Are there w21/5w bulbs that are LED based and approved for road use? Are these lamps really not approved for road use?

Yes, there are LED-based W21/5W bulbs from OSRAM that can replace conventional incandescent bulbs and are approved for road use.
The OSRAM LEDriving SL W21/5W lamps are specially developed to serve as an ideal LED replacement solution for P21/5W lamps and offer high brightness and different light colours for different applications. These lamps are not approved for road use.
