You need to hurry and construct a holding cell for the group of hardened criminals being transported to your future prison in a yellow bus. While your workers lay the final stone, you can't afford to give them a break, because the first proper cell block is waiting to be built, ensuring you have enough space for the next delivery of inmates. And once everyone has a place to sleep, the real fun begins.
