I had the same problem. A quick Google search ala "wacom intuos north vs south" sheds some light on the matter.
Galaxus probably sells more north versions and passes on the corresponding storage costs to the south version. Why the manufacturer came up with the North / South joke remains in the dark. By the way, I can highly recommend the Intuos pro s. Image editing is much more fun that way. Pen is of course included. The designations North & South are different, depending on the country where the product is sold. Functionally, they are the same products.

The difference between the North and South versions is only on the packaging. You will have no problem installing the drivers in the language you need.
What exactly do you mean by Adobe Flash? The developer environment, games, apps? In general, the tablet can be used for mouse control regardless of the programme.
