These are two different models. The Touch has a touch screen and has a voice recording function.The Duo has two cameras.
Yes, can be restricted by specifying the permitted playing time in minutes per day. Probably also switch off. Note: this is more of a multimedia device than a camera. If you want to take photos, I would recommend a different camera (e.g. Nikon) with simple operation.
