These are two different models. The Touch has a touch screen and has a voice recording function.The Duo has two cameras.
Yes, can be restricted by specifying the permitted playing time in minutes per day. Probably also switch off. Note: this is more of a multimedia device than a camera. If you want to take photos, I would recommend a different camera (e.g. Nikon) with simple operation.

The difference between the two Vtech Kidizoom Touch 5.0 children's cameras lies in the language version. Apart from that, the models are technically identical.
