NVIDIA recommends an 850 Watt PSU for the Founder version. However, ASUS already recommends at least 1000 watts for the 3090, if you connect it to one of the newer i9 or Ryzen 9 and it is generally assumed that some versions of the 4090 will need more power than the Founders version. In short: For the absolute best killer gamer PC of the year 2023, you might rather spend an extra 50 francs for a 1200 watt PSU. But if you just want to build a good gamer PC with a Ryzen 7 or something and then put a Founders Edition 4090 in it, that's completely enough.

Yes, that's enough - an RTX 3080 needs at least a 750 watt power supply. I would recommend an 850 watt power supply in case you ever install new components that need even more power.

As for the RTX 3080 support: This power supply has plenty of power and enough PCI power connectors to support all version of RTX 3080 I've seen presented so far. These are all 6/8 pin connectors, so if you are hoping to get the Founder's Edition of RTX 3080 with the new 12-pin connector, you'll need to use the convertor (12-pin to 2x 8-pin) included with the GPU. That is, no 12-pin connector is included with this power supply. (At least that was the situation when I got mine 2 weeks ago.)
750w should be enough, although I have read in various places that a minimum of 850w is recommended. You may need to buy a 12-pin PCIe molex cable. There is an adapter included (as I understand it), but it's relatively ugly and messes up cable management. There are already "Nvidia RTX Certified" PSUs. But I don't know if they are already available.

A power supply unit does not have a PCI-E connection. At most, it has power connections for devices that have a PCI-E interface (graphics card, for example).
