Unfortunately, the Ultimate Edition is already sold out and no longer available.
This is just the language of the packaging. The game itself is multilingual with subtitles depending on the system language. The voice output is only in English anyway.
I have a hard time assuming that your disc is faulty. Everything works fine for me.

This can be adjusted in the settings without any problems. I don't think the "DE" in the product description refers directly to the language selection anyway, but to the version of the game adapted for German-speaking countries.

Rockstar Games as well as 2K Games belong to Take 2 Games: https://de.wikipedia.org/wiki/Take_2_Interactive. Huge name confusion, which leads to many retailers and suppliers making it easy for themselves and noting 2K instead of Rockstar and vice versa. In the end, however, everything comes from the same company :).
