I don't use the USB either, so I can't answer that from my own experience.
The HAT has this imprint on the board: Raspberry Pi PoE-HAT (r) Raspberry Pi 2018.
The version described in an article at Heise with the USB problem has a different imprint.

I have the HAT in use with an RP4. According to their page: "The Raspberry Pi PoE HAT powers a Raspberry Pi 4 Model B and Raspberry Pi 3 Model B+".

Possibly the UNIPCASE or the Argon POLY+ housing. I have it in an extra case with additional boards and is waterproof, the PoE supplies enough current to power all my weather measuring devices (anemometer, rain amount, wind direction) from SparkFun a Siemens BME680 (temperature, air pressure, humidity and quality) and a Geiger counter.
