The cable is "only" PCIe 3.0, but the graphics card will still work with it.

According to our information, you can use the cable for PCIe 1.0, PCIe 2.0 & PCIe 3.0.
Yes the new RDNA cards are the first videocards to use PCiE 4.0.
It should say so in the "specification" Tab under each card.
