It depends on what you want to do in the end. Manual page 16 https://download.msi.com/archive/mnu_exe/mb/M7C75v2.0-EURO.pdfhttps://download.msi.com/archive/mnu_exe/mb/M7C75v2.0-EURO.pdf There is only one full x16 slot. The second one is as big as a 16 but can only be used for x14.

Your CPU is I7 9700k (9 generation) with a 1151 socket the motherboard from MSI MPG Z490 Gaming Plus (LGA 1200, Intel Z490, ATX) has a 1200 socket that only the Intel of the 10 generation air on it for example i7 10700K. With the exception of a few low budget INTEL CPU's for example Intel Pentium G6400.

If you mean this in relation to RGB fans and their colour control; yes, the motherboard has x2 3-pin 5V slots, MSI calls these "JRAINBOW". See page 84 of the German manual: https://download.msi.com/archive/mnu_exe/mb/M7C75v2.0-EURO.pdf To control the speed of the fans, you can connect them to the normal 4-pin system fan slots, as long as they are PWM fans.

Hello, Do you have CPU_PWR1 and or 2 power plugged in. for i7 10th you need extra power. Do you have rams in series Dimm A1 and B1 or A2 and B2, or do you have only one ram? See page 30 and 31 https://download.msi.com/archive/mnu_exe/mb/M7C75v2.0-EURO.pdf in the manual. http://youtu.be/DPELIdVNZUI Correct wiring. http://youtu.be/gkDYyR_83I4

The 4pin CPU connector is purely optional and is not normally required. It is only necessary with very large OC in connection with a hungry CPU where a lot of power is needed. This is why the 4pin connector is not usually found on smaller power supplies, but only on the larger ones.
