No, the surface pen has to be bought separate.
Swiss, and they won't exchange it if you buy it as a bundled deal.
I actually almost never use my keyboard, so I'd recommend getting it without. Get the Microsoft pen instead. it works far better than I expected. When I need a keyboard, I plug the surface into a dock and use a real keyboard, mouse and large display.
