The processor of the model you mentioned is an Intel Core i5 as opposed to the Intel Core i7 processor installed in this product. i7 processors generally perform better than an i5 processor. Another difference is that the Surface Book you linked to has a noticeably inferior graphics card (Intel HD 620 graphics) to the Nvidia GeForce 1050 installed in this product. Otherwise, the products are the same as far as I know.
