It fits in the Evo and Mini. I don't know about XL.
Yes, this bracket fits and is compatible with all Lian-Li O11 Dynamic cases, including the linked Razer Edition.
The Mount is compatible with all card having PCIe 4 or 3, the holder and card can also be screwed to the case to balance the weight of the card so it is not pushing only on the pcie port.

It depends on what kind of RTX 4090 and what kind of cooler. If you want to install the gpu vertically, I recommend using a small aio or going for the xl model, as there is more space for both components.
