Yes the OS is installed. The service targets people who are beginners or not really familiar with notebooks/pc's and need assistance for the setup.
It is no longer being built (because there is a successor), so availability falls and the price rises.
Sounds strange, but that's how it is :-)
Hi. The pictures show a USB C port for charging, so the device comes with a USB C charger.
