It doesn't say that anywhere. Since the unit is 0.1g, the minimum weight should also be 0.1g.
I tested it briefly and was able to measure 0.2g. However, I cannot judge how accurate this measurement is.

Normally not.
It only goes up to 500g and it's probably not the most accurate. At the end of the day, it's just a scale.
