There are two possible reasons that come to mind spontaneously:
1) According to the specifications of your notebook, only DDR3L modules are used. DDR3L works with a voltage of 1.35V. Normal DDR3 works with 1.5V. This RAM module here is DDR3 with 1.5V.
2) I'm not soooo sure how it works with model-specific RAM, but I wouldn't be surprised if such modules can't always be used with other manufacturers. This module is recommended specifically for HP devices. That alone could be a reason why it doesn't work. However, I think it is the former.
