As far as I know, this is not possible. This is a PMR/dPMR device with fixed channels, 16 analogue and 16 digital (466 MHz). Rescue services use other frequencies and technologies. The TK-3401D also has no data interface (e.g. USB).
No headphones are not included. But the radios are very good. I can only recommend them.
The TK-3401Ds will continue to be delivered by Kenwood with the existing frequencies and there are currently no known upcoming changes. The units - even if you want to - cannot be reprogrammed to the new frequencies because the software currently does not allow this. The "old" channels therefore remain legal.
This is probably an error. The technical data sheet defines an RF transmission power of ERP 500mW. Presumably this was confused with the audio power of 1W. -> http://www.motcom.ch/downloads/prospekt/de/TK3401D_05_DEU_low.pdf PS: I have forwarded the error.
