Hello the top button is the power switch you have connected the cables of the buttons on the mainboard incorrectly. I would check this again. In the manual you will find instructions on how to connect them correctly.

PSU means the power supply unit for the PC. So it does not come with one. Just the raw housing with 3 fans and screws incl.
