In my house, it runs fine on a ryzen 5. No need to overclock. In my opinion, your kit has a problem.

Is this memory suitable for HP OMEN 30L Desktop - GT13-0709nz with BIOS Version AMI F.11 10/20/2020?
As far as I have just read through the correct specification to: HP OMEN 30L Desktop - GT13-0709nz... there are: HyperX® 16 GB DDR4-2933 XMP SDRAM (2 x 8 GB) installed. So if you want to upgrade to 32GB Ram... then this Ram won't fit.
If you have not already done so, you can adjust the RAM frequency in the UEFI (BIOS). Depending on the motherboard, press ESC, del or one of the function keys (F1, F2, F10, etc.) during start-up until you reach the setup mode.
Also pay attention to the memory form factor and buffered/unbuffered.
There is also a QVL list for most boards, where the tested bars are listed.
