Is the model designation really correct? The device is not listed under either the Tilt Pen or the Active Pen. The search on the HP homepage does not yield any results either.
Basically, it is important whether the Lenovo Active Pen is suitable or not. I doubt whether other special functions will work. I suggest buying a pen with each device.
So I had to install the drivers first, check the HP Support Assistant and the Windows Updates.
Or worse you have the wrong pen here the original: HP Rechargeable Active Pen P/N 6SG43AA
After charging, the HP Tilt Pen must be switched on by pressing the button at the end of the device for 3 seconds. I assume that it is in the off state after charging. This is my interpretation from the drawings in the instruction manual. I don't know any more precise information, unfortunately.
HP's HCL says: "HP Home Laptop PCs", which would mean devices from the Pavilion and Envy series.
I'm surprised that the business laptop like the HP Elitebook x360 1030 doesn't come with a pen.
If the laptop has not yet been purchased, I would first purchase the HP tilt pen if it was not included.
So, no idea. The item may simply be defective. We leave it to the community to answer, if anyone has any ideas, if not, please contact customer service.
I don't know exactly which Touchsmart model you have. But there is no model listed in the compatibility list. The same applies to the Activ Pen. There is also nothing about pen input in the details of various TS models. I think the TS models are not compatible for pens.

Basic functions should work. However, no guarantee!
A search with "HP tilt pen compatibilty list" surfaces among others this link:

I did not find out from when it dates. In the PDF-file unfortunately your computer HP spectre x360 15eb1000 does not exist. Therefore one might conclude that the HP tilt pen does not work with your computer.
However I believe that the functioning is more a question of the operating system. If you have Windows 10 or 11 it might still work.
