No. The 4xx series have and never had a docking option, only the ProBook 6xx/EliteBook 7xx / 8xx / and most older EliteBook 10xx have a docking option. The 4xx series is a home / home office device.
That should be possible in principle. However, it rather depends on the adapter used.

The screen comes with a DisplayPort cable that fits onto the docking station. So no further cables should be necessary.
