I don't know the specifications of your notebook. If you have a second slot there and the specifications basically fit, you can use this memory rail, but I wouldn't recommend it!
You should never mix different brands and different sizes/specifications of RAM. Therefore, when updating, I would either use a large bar or two identical bars (from a set of 2 that are matched to each other).

With a 2666 motherboard? Actually, yes, but it's not the maximum performance you can get out of it. It's best to check the motherboard manual to see if 2133 works (there are always peculiarities), but I'm leaning towards a 99% "yes".
Unfortunately, I can't tell you whether the RAMs are compatible with a Dell because I have installed the RAMs in two Acer. One with an i5-7300 HQ and the other with an AMD Ryzen 5 2500U and the RAMs run great in both.
