yes, the 1080ti needs about 300w and the 8700k about 150-190 with oc, which means that a 500w power supply would theoretically suffice, but since power supplies are most efficient at about half the power, you'd be well advised to go with 750w. since the 8700k will probably often not be fully utilised.
Basically, the modding cables should have a compatibility list in the description. If not, try the manufacturer's website, where you should at least find information on suitable power supplies. I have installed this set with the power supply. BitFenix Alchemy 2.0 PSU Cable Kit, CSR-Series
yes, it is normal, it only turns when there is enough load.
For power is included. Data cable usually comes with the mainboard.

AX series (most expensive) is 80 plus platinum certified HX and RM series are 80 plus gold certified, corsair are very quiet i build my own computer case so i need a very silent psu. ax are build by seasonic, they are very good gaming psu, the hx series are build by cwt, corsair does not build psu. all i series can be monitored via usb cable so u have more control of u power in u pc if u consider to oc.
I think it will be enough for an RTX 3070. For the other two cards, I see 750W power supply as too tight. A power supply that is loaded to 100% is no longer efficient and the lifespan will also suffer. In my opinion, an 850 Watt power supply would be necessary for the 3080 and 3090. In addition, the power requirements of the CPU, mainboard, hard disks, etc. must also be taken into account. Hope this helps.
