Will the Noctua nh-d15 16.50cm and an Asus Maximus x Hero motherboard fit in this case? I'm pretty sure about the motherboard.

Max. Cpu cooler height can be found in the specs of the enclosure. It says 170mm, so it should work if the fans are not placed higher than intended, because of ram compatibility.

Is there a suitable dust filter for the top of the enclosure? Since almost the entire top side is grilled, quite a lot of dust gets in.

I believe that there are, or you can also install mini fans. And I also recommend you put the case somewhere on top of the office desk because it gets less dust that way.
