Does the spine of the folder have a device for a replaceable spine label? Or do you have to glue the spine label to the spine?

Hello! The picture of the white version does not correspond to a federal folder but to a ring binder. Unfortunately, I thought I had ordered a ring binder. I received 4 ring binders.
