I use the cooler on an AMD board. The corresponding mounts are included, you just have to replace the mounted Intel mounts. I never ran the cooler under full load (large case with a lot of air inside), you can hardly hear it.

The fan should be enough. However, it is best to buy a thermal compound and apply it alternatively to the one supplied. I would also run the fan on your 9990k at a higher speed, which you can set in the bios to achieve the best possible cooling result. I have installed this fan myself and it is really very quiet in operation.
