Basically yes, but it is also vaguely formulated, it would be better if you linked the kit.
Just note that there are enough connections, hoses/hardtubes and other accessories in the kit.
+ to your other question:
Why should you operate a mainboard specially designed for WaKü without WaKü? Of course you can theoretically operate it without a cooling unit, but it seems absolutely pointless to me to buy a mainboard designed for a cooling unit and then not operate it with a cooling unit.

According to my research, this should be possible. You can cool the VRM with either air or water. However, water cooling will provide lower temperatures and therefore improve stability during high overclock frequencies.

The single 4pin is only needed for very high power consumption of the CPU (e.g. extreme overclocking) and is therefore optional. As a rule, you can do without it.
