According to my research, this should be possible. You can cool the VRM with either air or water. However, water cooling will provide lower temperatures and therefore improve stability during high overclock frequencies.
The single 4pin is only needed for very high power consumption of the CPU (e.g. extreme overclocking) and is therefore optional. As a rule, you can do without it.
