Hey! I was able to get it running within minutes with a 10940X without any BIOS updates, so yes. This is actually quite different from other X299 boards(probably because the Encore was released much later), as I first bought a board for the same CPU from EVGA and could not get it to work even with shipped BIOS chips from EVGA. Hello I have the 10980xe with this mainboard in operation (with 256 GB Ram at 3200 MHz) and have 37-40° C at idle. As AiO water cooling I have the Fractal Celsius+ S36 Dynamic. When rendering (or simply under full load), the processor runs at 4.4 Ghz (on all cores). The temperature is around 75-80° C according to HWinfo64. Hope I could help.
