An access license for Microsoft Windows Server 2019 allows access to a Microsoft Windows Server 2019 network. Each client that accesses a Windows Server (Standard, Datacenter) network must be licensed with an appropriate Client Access License (CAL). A CAL must be licensed for each accessing client based on the highest/newest instance of a server in the network. In simple terms: If the latest server in the network is a Windows Server 2019, then all clients must be licensed with a Windows Server 2019 CAL.

Device licensing: The corresponding device is licensed for access, regardless of the number of users who use that device. Note: You may also use HPE ROK CALs for access in a device and manufacturer-independent manner.
