The Council begins in 1793. The player takes on the role of Louis de Richet, a member of a secret society, after being invited by Lord Mortimer to a private island off the coast of England. He is joined by a number of high-profile guests, including Napoleon Bonaparte and George Washington, the president of the young United States of America. However, the uniqueness of this private gathering is not only related to the notable guests – Richet's mother has recently disappeared on the island, and each of the illustrious guests seems to have their own motives.
