Can this camera be connected to the Ipad and Hotspot (4G)? Do not have wifi. Thanks

No, this does not work.
The camera is integrated directly into your Smarthome environment via the Home Kit.
Manual entry of the W-LAN setting (in your case hotspot) does not work.
In general, an iPad will not maintain a permanent connection to a webcam in hotspot mode anyway.
