Is it normal that when you screw the filter onto the lens, you can't tighten the outer disc at all?

Yes, that's normal, you have to be able to turn the filter so that it works optimally.
Try it with car windows and see how the image changes when you turn the filter.
The filter effect can be seen very well even with a blue sky.
