I have noticed that the cores can have different clock frequencies, i.e. that not all cores (have to) have the same clock. This means that 6 cores can practically run at 6 different clock speeds. I have CPU-Z and CPUID HWMonitor.
Unfortunately I don't find much about this topic on the internet?
And why does the PC sometimes not do this at all,... does this have to do with the turbo mode? Because it goes above 3.6 GHz on some cores, yet the load is not high or at 2%....

As far as I understand and have been able to observe on my machines so far, the cores do not clock at different frequencies, but the frequency is changed by the boost/turbo function depending on the load. The maximum frequency specified for boost/turbo only applies to one core, or when only one core is being used to capacity, and decreases the more cores are used. The final clock rate depends on many factors, such as voltage, power consumption, temperature and motherboard settings.
In this respect, it is completely normal that you see wildly jumping clock frequencies in the Task Manager or HWMonitor, for example, because these are adjusted several times a second.
