the bay allows to attach e.g. an SSD to the bottom or in the middle of the box.
I was thus able to install an SSD in a Dell all-in-one Inspiron PC, replacing the hard-drive that had died only 2.5 years after acquisition.
It did however require to bend the Dell hard-drive container a bit in order to allow space for its SATA connection.
