You can't make a general statement, but you can assume that the cheapest of the cheapest was used. Personally, I would estimate CL16 or CL14. But as I said, you can't say that exactly, because that's always kept secret with ready-made PCs. That's why my tip is to build your own PC and then you'll know what's in it ;)
