What are the optimum characteristics of an AV receiver to which to connect this 5.1 set? Does the AV receiver need to have 100w rms power per channel? Is there anything else to consider?

It is certainly important that the impedance is in the range of 4 - 8 OHM and does not exceed it. The power should certainly be around 100W per output, but the OHM specifications are more important.
A good option would be the Yamaha RX-V6A (7.2 channel, DAB+, FM, AM)
