Question about Vivanco IT-NW BT4

The (very outdated, only WinXP and Win7 oriented) manual for this product states that Bluetooth must be switched on on the PC/laptop for this dongle to function properly (page 5 - Getting started: "Make sure that your Bluetooth adapter is working and is turned on"). I was of the opinion that this dongle provides exactly this Bluetooth functionality and forwards the received (or to be sent) signals to the USB interface. This would mean that exactly NO Bluetooth function would be needed on the PC/laptop. Otherwise, I wonder why I should plug a Bluetooth dongle into the PC when I already have Bluetooth on the PC... Concrete question: Can I connect my Logitech H800 headset via Bluetooth to this dongle and use it for ConfCalls if I don't have Bluetooth functionality on the laptop itself (it is prevented by policy in the BIOS for business purposes)? Unfortunately, my original Logitech USB Nano dongle is defective, so I am looking for an alternative.

Blueetooth is basically backwards compatible, so it should work (headset 2.1 - dongle 4.0).

Bluetooth is deactivated in the BIOS, but a BT dongle is ok?
--> If Bluetooth is not deactivated in the BIOS but in the operating system, a dongle will not work either.

To the upper part of the question, a rudimentary explanation:
In Windows10, Bluetooth is already integrated in the operating system, so the operating system can establish a connection to a headset/headphones, in older Windows versions a separate software was necessary for this, e.g. "Logitech Headset Pairing Utility".

I also have a dongle on my computer, as there is no BT on the mainboard. However, I can switch this on or off through Windows10 as needed, without additional software.

Hope this answers the question
