The unit has 1x HDMI in and 1x HDMI out (TV-ARC). Can several devices (SC TV, BluRay) be connected via HDMI without an AV receiver? I'm confused that TV-ARC is on the soundbar side.

The TV ARC connection is used to connect the Soundbar to the TV. There to the ARC connection. The labelling should help you to select the correct two HDMI jacks for this connection. Of course, you connect the BluRay player to the TV.
