The Office licence accesses the Microsoft account, doesn't it? So when you get a new notebook, can you log in with the account and download Office again?

Exactly the licence is meant for 1 PC, notebook or Mac and 1 mobile device like iPad, iPhone etc... with the Home licence you can use the Office on 5 PC's, notebooks or Mac's and 5 mobile devices.
