So you want to receive IPTV from a (German) provider?
I assume that you have an IP-TV box?
According to this, the provider would have to allow IPs from Switzerland.
via a proxy probably won't work because it's usually much too slow....
or are we talking about a cable connection here (e.g. UPC).
An antenna receiver?

The question is what do you mean by "encrypt"? And what you want this "function" for. The answer is basically no unless you have your own AS.
What you mean is "can I hide the IP when I surf".
This is possible if you enter a proxy server from DE or somewhere else in your PC/browser for surfing.
e.g. from here http://www.proxy-listen.de/Proxy...
But the question is what you want to achieve with it.

PS: This has nothing to do with the FBF or the provider.
