Is the set according to the photos? A "control unit" and 3 heating controllers? Or just the three thermostats?

Exactly: control unit + 3 controllers. What I hadn't considered myself: the control unit contains no operating elements, is simply plugged in and controls the whole thing. It is operated exclusively via the app.
