Yes, the home base is included. But be careful. If you want to add cameras at a later date, you'll have to change the docking station, which isn't compatible.
In my case, I had to buy a new docking station (Box3) to connect the cameras.

The base station is included in the price but there are now newer versions of this base station. Newer cameras are no longer compatible with this one.
