Is the Blink Outdoor compatible with the 2019 Blink XT 2 system? i.e. can I buy this item and use it with my XT2 Synch module?

Yes, the XT2 works with the existing Blink systems because the same Sync module is used. The cameras connected to the Sync module can be combined with each other as desired.
