According to the manual it's indeed possible to Dub from VHS to HDD and DVD
Page 41 in the German manual states:
"Information about dubbing
You can dub from HDD / DVD to videotape or from
video cassette to HDD / DVD. This function is
function is only possible if the DVD or video cassette is not
copyright protected."
