I subscribed to Creative Cloud in 2018. Can I renew the subscription with the purchase of the programme? I do not have a credit card
I assume that by "programme" you mean the product "Adobe Creative Cloud Photography Plan". In this case, you will receive a Redeem Code (activation code) for one (1) year after purchase. On the Adobe website "https://creative.adobe.com/redeem" you can activate/renew your Creative Cloud subscription with the Redeem Code.
Note that this key "only" includes the products "Lightroom CC and Photoshop CC". The full Creative Cloud version (with Illustrator, XD CC and more) is a lot more expensive.
