I am a tenant and have 4 radiators with a Netatmo thermostat and would now like to centrally record and control the room temperature instead of the individual thermostats, I assume that the smart thermostat can do this - but I do not have access to the heating itself, does this still work - Is the heating connection only optional?
I assume that you only have radiator heating. Then a thermostat is of no use to you. The heating has its own control of the inside temperature with data from the outside temperature. Since you do not have access to this control, there is no possibility to install something.
I have radiator actuators and a smart thermostat in use. The smart thermostat operates the underfloor heating via its actuators. It has nothing to do with the radiator valves. With the app it is possible to combine the different radiator valves; you don't need a smart thermostat for that.
