Question about Microsoft Windows Server 2016 User CAL

are we talking about windows server or remote desktop services / terminal services? in the former case you don't have to do anything. microsoft trusts you :) basically you just have to have a cal in the desk drawer for each user, then everything is fine. with rds you actually have to install the cals, for that there is the license server.
