Question about Netatmo Wireless radiator thermostat

Hello everyone, I have installed the Netatmo heating valves in our house and would like to install heating valves in a second flat. Question can I control the heating valves in the second flat with the same app, and does it need a starter kit again, would be great if someone could write step by step instructions, if it does not need a second app. Thanks a lot
